Denis Brown, the UN coordinator in Ukraine, called for effective investigations into suspected war crimes and bringing suspects to justice. The death toll from Monday's attack in Dnipro rose to 40 after more bodies were recovered from the rubble of a partially collapsed Soviet-style apartment building.
